Measuring What Matters Most: Best-In-Class Methods for Evaluating Population Health Interventions

Population health management programs can be difficult to study and evaluate, which can lead to systematic underinvestment in these efforts. You can help build the evidence base by measuring and disseminating the results of your programs. This workshop will discuss practical considerations for evaluating population health interventions, including monitoring progress during program implementation and measuring success after a program has matured. We will review the best-in-class study designs, methods from epidemiology, and methods to maximize the validity of your findings. We will also discuss special considerations for measuring costs and return on investment, and how these can help build the business case for population health management.

About the Workshop Leaders:
Stoddard Davenport is a Healthcare Management Consultant at Milliman. Stoddard is a healthcare management consultant with the Denver office of Milliman. He joined the firm in 2011, and helps lead our behavioral health and population health teams. His expertise is in using data to inform decision-making, including policy analysis, development and evaluation of population health strategies and other interventions, and quantification of the impact of important public health issues. Stoddard’s experience includes work for payers, provider organizations, associations, foundations, and state and federal agencies on a variety of important initiatives including development and evaluation of population health strategies to better allocate resources to patient needs,

Mason Roberts, ASA, MAAA, MBA is an Associate Actuary at Milliman. Mason focuses on supporting provider organizations addressing the challenges and opportunities presented by the current US healthcare shift to value-based reimbursement. His focus is a passion for developing financially sustainable programs that address the underlying social determinants present in health system populations, to help reduce barriers to positive health outcomes. Mason has been involved in projects focused on behavioral health and public health, including certifying rates for Behavioral Health Organizations. He has also performed considerable research on public health and how it has been impacted by payment reform models. Mason has also assisted with the pricing and filing of individual and small group products for commercial health insurance plans. This work has included expansion application filings with additional solvency requests, pro forma financial development, market analysis, and benefit plan design.
